due to a lack of a quorum, and those nasty Federal or State EIS's
for a pipeline are way too costly and time consuming....

No worries, just ship it by truck.

No permits necessary.

FERC denies jurisdiction.

NY PSC denies jurisdiction.

This massive activity, 50-100 trucks/day is nearly completely unregulated, and being done in secret, with no public process.
