Fracking Tank in Downtown Binghamton, by Arena, on site of the NDG student housing project

Who knows the story on this?
I have seen hundreds of tanks like this at active drill sites in PA.

Is NDG going to allow fracking downtown!?
Is this going to be a water collection site?

You can see in this frame it's a model "A 1801".

Perhaps this tank will be used for other purposes, like storing water for mixing concrete.
