HELP! the Time Warner Cable Public Access channel is dark in my home!

O2E-TV (Time Warner Cable Public Access channel 4)
is dark in many homes around Binghamton NY.
Other Public Access Channels operated by TWC in NY are also.
What's up?



This is a very big problem.
I am very angry at Time Warner.
This has been going on since June-July
in the Binghamton area. 
TWC claims they notified customers,
however most I've talked with have no idea
about the cause or the remedy.

I'm going to file a complaint with the FCC and the NY PSC over this.
REASON/CAUSE:

Time Warner is converting to fully digital. Analog Lifeline is going away.
However they ONLY moved Public Access ch.4 and Government Access ch.12 first.
These are dark in many people's homes, and most of these have no idea why or how to fix it.


SOLUTION:

If you DO NOT have a cable box, AND if you DO NOT have a "digital-ready" TV, then you need to get a (free for now) converter box from Time Warner. Digital Adapters are free of charge for residential and commercial customers through December 31, 2014. Beginning January 1, 2015, a Digital Adapter will cost 99 cents per month per adapter.

IF you do have a digital TV, you may need to DO A CHANNEL SCAN in order to find all the channels. Check your TV's manual, or press MENU and look for "channel scan". Apparently the public access channel is 96-2 on new sets with digital tuning. 

IF you have a set-top cable box from Time Warner, the channels are like they used to be and channel 4 is the public access channel.

If this doesn't make sense, then call Time Warner can complain.
