I have a treasure trove of SGEIS data, which I need help "mining"

I have something amazing I want to share with you.
I think it's about 10,000 comments on the 2009 SGEIS.

Some of it is in an Access DB file. (two tables).
Some of it is in email messages, formatted with XML.
(it comes with a .EXE browser -- PC Only, no Macs)

There are many attachments embedded in the emails
which should be broken out.

Some already are, but many are still embedded.

There are many attachments, PDFs, DOCs, PPTs, you name it.
(these are viewable by anyone on any computer).

There was even 1 complete DVD from Catskill Mountainkeeper,
and a very early cut of Gasland called Water Under Attack.
(note, I am NOT any making dupes of this video material now
because it would take 2 DVDs) I only am making copies of the
text comments, and attachments.

I want to get this online ASAP, but I have many projects I'm working on.
I don't know when I can get to it.
So I at least want to get this in people hands and eyes on it.

WHY IS THIS IMPORTANT NOW?

If you've watched Tony Ingraffea's presentation about
what is an SGEIS? (First 2 min. of this: http://youtu.be/eaivKGwoTgU )

Then you already know that an EIS is supposed to
1) Identify potential impacts, then
2a) propose mitigations, or
2b) propose prohibitions
... via permit conditions or regulations.
SO... if by mining though these comments,
we can find substantial potential impacts
already identified by NY residents
for which there is no proposed mitigations or prohibitions
,
then we can prove the DEC has not done their job.

SO this really needs to be in the hands of a database wizard
skilled with XML, some language like Perl or Python,
but even non-tech people can wade around this material now
as it is. It's just a bit clumsey.

I'll collect requests until Fri,
then mail out a batch on Saturday.
If I get a ton of requests,
I'll make another batch in a week.

If you want to send me some cash
in any amount to cover my costs, that's welcome,
but not necessary. My costs are maybe $2-5 per disk
including postage and materials.
If you send me $20, I can make a disk for you
plus maybe 5-10 others.

You can also get this information from the DEC
via FOIL (this is how I got it. They sent it to me free,
but it took them about 2 weeks.)
