Binghamton, Waverly, Corning NY: Water at Risk

These NY Cities, Towns, and Villages may already be suffering water contamination issues due to hydrofracking in PA, despite the present NY moratorium:

Binghamton, Endicott, Johnson City, Vestal, Apalachin, 
Owego, Waverly, Elmira, Horseheads, Corning,
and all points in between with ground water 

which is influenced by the Susquehanna or Tioga Rivers
Total effected population: ~160,000 NYers.
What are we going to do about this?
