PHMSA/NAS study of Dilbit Pipeline Safety released: "No special risks"

Summary: (according to the press release):
Dilbit carries no special risks of safety or pipeline failures
than conventional crude oil.

I have not read the report yet. (I have noticed what is often in the initial press release is often an extreme simplification, or worse, of the nuanced truth which the actual study reveals. ).

This is despite clear evidence that suggests dilbit pipelines have
an extraordinary rate of failures
, as we have had 4 major pipeline
spills in just 2 years (see map below)

1: Yellowstone River July 2011, 67,000 gal..
2: July 2012, Kalmazoo River, 1 M. gal.
3: Aug 2012, Red Deer River, Alberta. 125,000 gal.
4: Mayflower AR, Mar 2013, 500,000 gal.
