I am going to file this as a comment on the FERC docket for the Constitution Pipeline, docket CP13-499:
The proposed Constitution Pipeline is a 30", 121m long high pressure gas transmission pipeline.
In order to put gas into a high-pressure pipeline, it must be, well, pressurized. It requires a device called a "compressor".
Seems obvious, right?
Maxwell proves in 1867 the need for compressors to do this work
From time to time there arises stories of "Perpetual Motion" machines.
Now I personally believe there is massively abundant hidden, subtle, feminine, dark energy all around which so far physics has not accounted for. (Nassim Haramein is doing great work in this area.) But most Perpetual Motion machines brought forward thus far have been hoaxes.
James Clerk Maxwell (1831-1879) was a theoretical physicist who created equations which unified electricity and magnetism which we still use today. ("Maxwell's Equations"). He is also known for his kinetic theory of gasses (1867).
In it, he debunked conjecture about a certain kind of free-energy miracle with "Maxwell's Demon", a thought experiment which says: We cannot compress a gas without doing work.

Constitution Application Defies Laws of Physics
Yet, Constitution Pipeline Company has produced an application which is defective and perhaps fraudulent in that their design for the pipeline lacks an initial compressor. That is to say, they are claiming that gas will get compressed by magic, without doing any work.

This is Williams Central Station, the massive compressor station coincident with the start of the Constitution Pipeline:
Really? No compressors along the pipeline?
Matt Carr's statement that there would be only one compressor at the end of the pipeline is absurd for 2 reasons.
First is it defies the laws of physics (as mentioned above). Second, IF there is fracking in NY in the
vicinity of the Constitution Pipeline, then there almost certainly be compressors added to the pipeline
along the route.
In Broome County, the Constitution Pipeline (thin red line) would travel through a heavily leased area of the Town of Sanford. IF fracking ever was permitted in NY, we would likely see several large
compressors near the Constitution, and many more smaller ones near the wells.

This is exactly what we see in Pennsylvania:
The green pushpins are compressor station facilities which have been added after fracking, along the Laser (violet) and Bluestone (blue) gathering lines, and also along the Millennium (red) and Tennessee (green) transmission lines.
The larger compressor stations are normally associated with the larger transmission lines.
This contradicts Williams Company statements that the Williams Central Station is part
of a gathering line system NOT subject to FERC oversight.
Conclusions:
- Williams Companies have lied to FERC by filing a defective and fraudulent application by not including an initial compressor.
- The have illegally segmented a larger project into at least two smaller ones.
- They have deceived regulators about the function of the Williams Central Station, as its size clearly indicates it is part of a transmission line system and should be scoped by FERC.
- By circumventing FERC scoping and permitting, this has allowed Williams to build Central Station PRIOR to the approval of the Constitution Pipeline.
Penalties of submitting false statements to the US Governemnt, especially which involve acts dangerous to human life and violate criminal laws (e.g., fraud) are considered acts of Domestic Terrorism under US Law and subject to 8 years in prison and fines.

Thanks for doing this. As a retired law enforcement administrator I very much appreciate and support your thesis. I will be forwarding your analysis, with my endorsement, to Congressman Chris Gibson of NY's 19th district.
I do have one small pick - I don't see the applicability of the terrorism statute. It seems extremely difficult to demonstrate the required "intimidation or coercion" element.

Wayne, ask any victims of Energy in Depth hit pieces if they feel like they are being intimidated.
Ask the people who have signed NDA's if they feel coerced.
Talk to people who have signed leases for drilling or pipelines under threats "if you don't sign, we're going to take your land by eminent domain" or by forced pooling/compulsory integration if they feel like they were coerced.
These are just a few examples. I will tell you, as one who works on the front lines, there is LOTS of intimidation and coercion going on.
