Executive Summary:

• The application is defective, incomplete, and fraudulent.
  
  
• The applicant, Williams Partners / Cabot Oil and Gas, d/b/a/ "Constitution Pipeline" is unfit for a Certificate of Public Convenience and Necessity, due to their collective atrocious safety and compliance record, and catastrophic environmental contamination in Northeast PA and elsewhere, and has committed criminal fraud in violation of 18 USC § 1001.
  
  
• The FERC has failed in its duties as lead agency under the National Environmental Policy Act by allowing the project to be segmented, and by not considering all direct and cumulative environmental impacts.
