Why is this document secret? Who Pulled Rank on the US Army Corps of Engineers?

The Williams Central Station has the potential to emit 98,801 tons per year of CO2 equivalent into the air. That's like 988x 100 ton coal hoppers full. It's a train nearly 10 miles long. This is called a "Minor Source" under the EPA's Taylor Rule. This is the beginning of the Constitution Pipeline, but the Environmental Impacts of these 988 train cars loaded with carbon being dumped into the atmosphere each year are "non-jurisdictional" and "not significant".

The Williams Central Station has the potential to emit 98,801 tons per year of CO2 equivalent into the air. That's like 980x 100 ton coal hoppers full. It's a train nearly 10 miles long. This is called a "Minor Source" under the EPA's Taylor Rule. This is the beginning of the Constitution Pipeline, but the Environmental Impacts of these 980 train cars loaded with carbon being dumped into the atmosphere each year are not in the DEIS and are called "non-jurisdictional" and "not significant".

Every time a well is fracking in NE PA, it requires on average at least 4.3 Million Gallons of water. This is a sphere of water ~100' in diameter. This is mixed with chemicals and injected below the aquifer. To supply the Constitution Pipeline with 650,000 Dekatherms/Day will require approximately 110 wells the first year, and 80 new wells per year after that. All of this water is permanently removed from the hydrological cycle. The Draft Environmental Impact Statement for the Constitution Pipeline recognizes the direct impacts of NOT ONE MARCELLUS WELL. Also absent is any cumulative impacts analysis for the sum of a foreseeable buildout over 15 years (the length of of the Firm Contracts which have been brokered between Williams, Cabot, SWN, and the buyers.)


The MANY cases of water contamination in NE PA caused by natural gas drilling and fracking ARE NOT SCOPED as part of the Draft Environmental Impact Statement of the Constitution Pipeline, which will require a massive expansion of drilling and fracking activity in NE PA and possibly NY to keep it supplied with 650,000 Dekatherms per day.

This family just wants clean water to drink and to bathe in. Their water is contaminated from the gas drilling in the area. The extreme impacts this family, and others in their community have suffered ARE NOT SCOPED by the "so-called Constitution Pipeline" Environmental Impact Statement.

The DEIS for the Constitution Pipeline does not include environmental impacts from the use of Depleted Uranium in Fracking Perf Guns. This is partly because there are NO IMPACTS OF FRACKING in the DEIS*. This is also because (apparently) Obama made the DU/Fracking issue SECRET by Executive Order.

Williams Central Station -- the initial compressor at the start of the Constitution Pipeline will emit 98,801 tons per year of carbon into the air. However, since WCS is considered a "non-jurisdictional facility", these impacts are not scoped by FERC's Draft EIS.

PS 98,801 tons per year of CO2-e into the air every year is considered a MINOR SOURCE of GHG emissions by the EPA's Tayor Rule.

So, imagine this is 20 acre monstrosity is similar to your lawn mower in environmental impacts, "Not significant". Have a nice day.
