Subject: A different call to action for: UNIVERSAL PUBLIC ACCESS

The other problem with this bill is that it does NOTHING
for places like Binghamton which do not have any public access facilities.
Public Access flourished between 1971 and 1979
when the FCC made public access channel capacity
and production facilities nationwide.
In 1979, the Supreme Court said in Midwest Video that
the FCC did not have the statutory authority to do that.
The 1984 cable act did nothing to preserve access.
It only gave the franchising authority the right to
pull the plug.
Every month, Rob McCausland publishes lists of
public access centers which are closing around the
country or losing funding.
The regulatory framework is a mess, due to 50 different
sets of state laws, and no clear federal agenda.
With the Baldwin bill, we have an incredible opportunity here to
undo the error of the 1984 cable act, and make public access
channel capacity and production facilities MANDITORY, and
by providing them a guaranteed source for their operational
expenses from the franchise fees.
PLEASE: Helen Soule, Barbara Popovic, Michael Max Knobbe,
Rob McCausland, Maryann Arrien, and others at ACM...
Isn't it time the ACM use their influence
and took a stand for
Federally Mandated Public Access?
Help us out who don't have anything now!
